RULES4SpeakerWangDongxiavotingrightstheweightedvotingrightsbasicvotingrightsTheUnitedStatesisthelargestshareholderofIMF,withashareof17.69%,Chinaaccountedforonly4%,clearlynotaccuratelyreflectthegrowingimportanceofChinaintheworldeconomy.RULES4SpeakerWangDongxiaThiseconomicpowertodivideMemberStatestospeakandthepracticeoftherightisclearlyadeparturefromthebasicprincipleofthetraditionalinternationallaw,causingcomplainfrommanycountries,especiallythedissatisfactionofdevelopingcountries.15%2%basicvotingrightsRULES4SpeakerWangDongxiaFUNCTIONS5SpeakerHuangJianxin1.Financing2.Settingexchangerate3.OfferingmaterialsandsuggestionsFUNCTIONS5SpeakerHuangJianxinFinancingThemembercountrycanapplyLoanstoforeignexchangefundstoorganization.Buttheuseofthisapplicationisonlyfortheshort-termeconomicimbalances,theavailablefundforeachmembercountryis2timesofthiscountry’scontribution.Afterwards,tomeettheactualneedstheorganazationslowlybroadenthefundsusingrestrictionforthememberstates.FUNCTIONS5SpeakerHuangJianxinSettingexchangerateSettingtheexchangerate,fundsandotherexchangecontrolsforMemberStates’internationalpayments.ThememberstatesshouldnotadjustCurrencyparityexceptforbasicimbalance.Theso-calledbasicimbalanceisinternationalimbalancebetweenspendingandsavingbesidesthesomeshort-termfactorssuchas
