1.BackgroundoftheSmartHealthcareIndustry

Asintelligenttechnologiesarerapidlyadvancingand

beingdeployedatscale,smarttransformationhas

becomeoneofthehottestareasofinvestmentand

developmentacrossindustries.InChina’slifesciencesandhealthcareindustry,smarthealthcareisgaining

momentum.Asanupgradetotraditionalhealthcare

informatization,smarthealthcareintegratesnew-

generationinformationtechnologiessuchas5G,cloudcomputing,bigdata,andartificialintelligence,drivingaparadigmshifttowardintelligentsystems.

Themotivationtodevelopsmarthealthcarestems

fromseveralmacro-levelfactors.Firstandforemost,smarthealthcareisexpectedtohelpaddressthe

long-standingimbalanceinthedistributionofmedicalresourcesacrossChina.AccordingtodatapublishedbytheNationalHealthCommission,in2023,tertiary

hospitalsmakeuponly10%ofallhospitalsnationwide

buthandled62%ofoutpatientvisits.Theoutpatient

volumeattertiaryhospitalshascontinuedtogrow

overthepastdecade,increased15%from2014,

whilethatatsecondaryandlower-levelhospitalshassteadilydeclined,fallingfrom45.1%in2014to34.5%1in2023.Thisclearlydemonstratestheissueofunevendistributionofmedicalresources.

Second,withthecontinuousimprovementof

livingstandards,thepublichasincreasinglyhigher

expectationsforthequality,efficiency,andexperienceofhealthcareservices.Peoplearepursuingamore

personalizedandproactiveapproachtohealth

management.Aspublichealthawarenessrises,

attentionhasgraduallyshiftedfrom"disease

treatment"to"diseaseprevention",accompaniedbytheemergenceofagrowingconsciousnessaroundself-healthmanagement.

Finally,changesinpopulationstructurehavealsogeneratedmanynewmedicaldemands.Theacceleratingagingofthepopulation,forexample,hasledtoincreaseddemandforchronicdiseasemanagementandrehabilitativecare.AccordingtoUnitedNationsstandards,Chinaofficiallyenteredthecategoryofadeeplyagingsocietyin

2022andisexpectedtobecomeasuper-agedsocietyby2035.Thechallengesposedbyanagingpopulationanddecliningbirthrateshaveledtonewmedicalneeds,andrequiringnewdiseasemanagementmodelsandnew

long-termcareparadigms.Traditionalsingle-modehealthcaremodelisnolongersufficienttomeettheevolvinghealthcaredemandsofatransformingpopulationstructure.

Withthat,smarthealthcare,featuringconvenience,efficiency,andprecision,hasdevelopedrapidly.Itenhancestheefficiencyoftheentirehealthcarevaluechainwhileofferingmorediversechoicesformedicalservices.At

present,thegrowthofsmarthealthcareisbeingsupportedbyfavorablepolicies,fundingsupport,emergingclinicaldemands,andadvancedtechnologies.

1.1Policyasthecoredrivingforceofsmarthealthcare

Toachievemoreaccessibleandequitablehealthcare

services,Chinahasintroducedmultiplestagesofpolicyinitiativestoadvancethetransformationofhealthcareinformatization.Basedongovernmentpolicies

introducedduringvariousperiods,thedevelopmentofsmarthealthcareinChinacanbedividedintothreephases,fromin-hospitalmanagementinformatizationtohealthcaredatainformatization,andnowtosmarthealthcare.

ThisphasefocusedontheconstructionofHospital

InformationSystems(HIS)tofulfillthebasicneedforinformatizationofinternaloperationalprocesses.

Duringthisperiod,theMinistryofHealthreleasedtheBasicFunctionalSpecificationsforHospitalInformationSystems(SecondEdition)andtheNationalHealth

InformatizationDevelopmentPlanOutline(2003–2010),whichprovidedclearstandardsandguidanceforHISconstruction.

Furthermore,thegovernmenthaspaidincreasing

attentiontousingdigitaltoolstoaddresssudden

publichealthemergencies.Aseriesofguidingpolicieshavebeenintroducedinrecentyears.Forexample,the“GuidelinesonBuildingaSmart,Multi-PointInfectiousDiseaseMonitoringandEarlyWarningSystem,”issued in2024,planstoestablishacompletemonitoring

systemforinfectiousdiseasesandotherpublichealtheventsby2030.Thesystemwillleverageartificial

intelligence,bigdata,cloudservices,andintelligent

devicestoenhancemonitoring,real-timeanalysis,

andcentralizeddecision-makingforabnormalhealthevents,achievingfasterandmoreaccurateearly

warnings.

Underthisnationaltop-levelstrategicframework,

localgovernmentshaveactivelyrespondedand

issuedinnovativeregionalpoliciesandpilotprojects

basedonlocalrealities.Attheregionallevel,the

overallsmarthealthcaredevelopmentshowsa

steppedpattern.Coastalandfirst-tiercities,where

withabundantinternettechnologycompaniesand

lifesciencesenterprises,havegenerallymoreactive

development.Centralandwesternregionsarealso

rampingupsupportforsmarthealthcareyearbyyear,yettheoveralldevelopmentpaceisslowercomparedtocoastalandfirst-tiercityareasduetolower

penetrationratesofsmarttechnologiesandunevendistributionofmedicalresources.

Currently,thedevelopmentmodelofsmarthealthcareinvariousprovincesandcitiesischaracterizedby

“government-led,multi-partycooperation,”wheregovernmentdepartmentsissuepolicyframeworks,and

enterprises,hospitals,andresearchinstitutionscollaboratebasedontheirrespectivestrengths.Lookingacrossthenation,theYangtzeRiverDeltaregionhasseenfasterdevelopmentofsmarthealthcare,withafocuson

full-chaindigitaltransformationandintelligentinformationupgrades.Incontrast,BeijingandShenzhenaremorefocusedontheintegrationof“AI+healthcarescenarios.”

InJune2021,theShanghaiHealthCommissionreleasedtheDigitalTransformationWorkPlanfor

ConvenientMedicalServices,promotingdigitalupgradesatthemunicipallevel.In2022,RenjiHospitalinShanghaitooktheleadinusingTencent’smedicalAImodeltoexpandthescopeofsmartcustomer

serviceinitsinternethospital,guidingpatientsthroughtheentireprocessofregistration,consultation,

payment,reimbursement,reportaccess,andmedicationlogistics,therebyoptimizingthepatientjourney.

InJune2021,theZhejiangProvincialDevelopmentandReformCommissionissuedthe14thFive-

YearPlanforMedicalServiceSystemandMedicalInstitutionPlanning,aimedatbuildingasmart

andinterconnectedhealthserviceandregulatorysystem.Inthesameyear,the“FutureHospital”

informationsystemco-developedbyAlibabaHealthandXiniuMedicalwentliveattheFirstAffiliated

HospitalofZhejiangUniversity.Sincethen,allfourclinicalcampusesunderthehospitalhavemigrated

theircoreinformationsystemstothecloud,breakingdowninter-campusinformationsilos,unifyingpatientrecords,andenablingthesharingofEMRdata.Thishasimproveddiagnosticefficiencyandenabledmoreflexibleallocationofmedicalresourcesacrosscampuses.

InAugust2022,theJiangsuProvincialHealthCommissionannouncedtheconstructionofa

provincialimagingplatformincooperationwiththeNationalHealthcareSecurityAdministration’sBigDataCenter.The“ImagingCloud”platformlaunchedin2022enablesmutualrecognitionofimagingresultswithintheprovince.Doctorsandpatientscanaccesstheseresultsanytime.By2024,Jiangsu

launcheda“ClinicalLaboratoryCloud”platformcovering178mutualrecognitionitems.BySeptember2025,nearly2,000publicmedicalinstitutionsintheprovince,includingprimaryhealthcarefacilities,areexpectedtobeconnected.

InMay2024,theBeijingMunicipalGovernmentreleasedtheActionPlanforCoordinatedInnovationinMedicineandHealth(2024–2026),explicitlysupportingthedevelopmentandapplicationoflarge

medicalmodels.By2025,theBeijingChildren'sHospital,BaichuanIntelligent,andXiaoerfangHealth

Technologywilljointlycreatean“AIPediatrician,”integratingclinicalexperiencefromover300renowned

pediatricexpertsanddecadesofmedicalrecordstoenablemultidisciplinaryconsultations.Meanwhile,

PekingUnionMedicalCollegeHospitalandtheInstituteofAutomationoftheChineseAcademyofSciencesarejointlydevelopingthe“Concord-Taichu”rarediseasemodel,nowofficiallyinclinicaluse.Itistheworld’sfirstrarediseasemodeltailoredtotheChinesepopulation.

InMarch2025,theShenzhenMunicipalIndustryandInformationTechnologyBureaureleasedtheActionPlanforBuildinganAIPioneerCity(2025–2026),promotingsmartdiagnosisandtreatment,

smarthealthmanagement,smartpublichealthmanagement,andmedicalroboticsinhealthcare.

Theworld’sfirstcriticalcarelargeAImodel,co-developedbyMindrayMedicalandTencent,wasdeployedatPekingUniversityShenzhenHospital.ThisAIsystemallowsdoctorstoreviewandintegratecase

informationin5secondsandwriteamedicalrecordinjust1minute,actingasanintelligentmedicalencyclopediaforintensivecare.

1.2Therapidadvancementofcorporatecompliancerequirementsinsmarthealthcare

Therapiddevelopmentofsmarthealthcarehas

broughtaboutvariouschallengesindatamanagementandregulatorycompliance.Inrecentyears,Chinahasintroducedseverallawsandregulationstoincrease

complianceexpectationsforpharmaceuticalandmedicaldevicecompanies.Theseexpectations

spantheentireproductlifecycle,fromR&Dand

productiontomarketinganddistribution,andincluderequirementsaroundqualitycontrol,datasecurity,andprivacyprotection.

Thepharmaceuticalandmedicaldeviceindustriesarenowfacingunprecedentedregulatorypressure.For

instance,the2019revisionoftheDrugAdministrationLawintroducedfull-chaincomplianceobligationsfordrugdevelopment,manufacturing,andpost-marketsupervision.TherevisedlawemphasizesGMP(GoodManufacturingPractice)andGSP(GoodSupply

Practice)compliance,directlylinkingadherenceto

regulatorystandardswithlicensingformanufacturinganddistribution.

Furthermore,thelawimposesrequirementsontheonlinesaleofprescriptiondrugs,mandatingthat

e-commerceplatformsverifyprescriptionauthenticityandensurepatientsafety.Additionalpolicies,such

astheMeasuresfortheSupervisionandAdministrationofDrugOperationandUseQuality,theCompliance

GuidelinesforPharmaceuticalEnterprisestoPrevent

CommercialBriberyRisks,andOpinionsonDeepening

ReformofPharmaceuticalandMedicalDeviceRegulation,signalthatChinawillcontinuetoraisethebarfor

oversightinthesesectors.

Giventhisevolvinglandscape,pharmaceuticalandmedicaldeviceenterprisesmusturgentlybuildorupgradecomprehensivecompliancemanagementsystems.Increasingly,digitalsolutionsarebeing

adoptedtoaddressregulatorychallenges.For

example,ourDeloitteChinateamhasintroduced

theD-GSPplatformforpharmaceuticalandmedicaldevicequalitymanagement,whichhelpscompaniesinmainlandChinaprepareforGSPinspectionsand

improvebusinessoperations.TheD-GSPplatform

enablesfull-processmanagement,qualitymonitoring,documentation,andriskwarnings.Thisstrengthensacompany’scompliancecapabilitiesandsupportsitsdigitaltransformation.

Withstandardizedandstructureddatacontrol,

pharmaceuticalbusinessprocessesbecomeupto80%moretraceableandcontrollable,ensuringcompliancethroughoutstorage,transport,andotherstages.

Businesscontinuityandoperationalstabilityimprovebyabout40%,whilequalityandsafetyacrossallstepsaresignificantlyenhanced.Infact,theincidenceof

complianceriskeventscanbereducedbyasmuchas90%.

Assmarthealthcareadvances,protectinghealthdataandpatientprivacyisbecomingincreasinglyimportant.Technologicalinnovationisgivingrisetonewbusinessmodelsandapplications,expandingtheflowanduse

ofpersonalhealthdata,includingpatientinformation,testresults,andmedicationrecords.Tosupport

industrystandardization,thegovernmenthasissueddataprotectionregulationstailoredtohealthcare.

In2021,ChinareleasedtheInformationSecurity

TechnologyGuidelinesforHealthandMedicalData

Security.Theseguidelinesclearlydefine“health

andmedicaldata”(limitedtoelectronicdata)and

includerequirementsregardingdataattributes,

usage,disclosuresecurity,andbusinessoperations.Regulatoryauthoritieswillusetheguidelinesto

strengthensupervisionandassessments.Healthcareproviders,third-partyservicefirms,andother

stakeholdersmustensuredatarisksarecontrollable.

Fundraisingenthusiasminthesmarthealthcareremainshigh,withashifting

appetitetoprojectsthatdemonstratelong-termcommercializationcapabilities

Thankstostronggovernmentbacking,investorinterestinsmarthealthcarehasgrownconsiderably.Since

2019,thesector’sinvestmentandfinancingactivitieshaveexpandedrapidly.In2019alone,therewere13

fundraisingdealsinChina’ssmarthealthcarespace,

withtotalfundingofapproximately700millionRMB.

By2021,thenumberoffundraisingdealsroseto121,andtotalfundingexceeded10billionRMB,amulti-foldincreaseinjustthreeyears.

However,duetomacroeconomicheadwinds,a

valuationcorrectionphase,andintensifiedanti-corruptioncampaignsinhealthcareindustry,the

paceoffundraisingeventshasslowedsince2022,

becomingmoreapparentin2023.In2023,therewere95fundraisingevents,raising7.6billionRMB.Asa

result,investorshavebecomemorecautious,focusingonprojectcomplianceandlong-termvalue.Mature

enterprisesandprovenbusinessmodelsarenow

moreattractive,particularlyinfieldswithsuccessfulAIapplicationslikemedicalimaging.Althoughthegrowthratehasdeclined,theindustryisnotstagnating.

Rather,smarthealthcarehasenteredanewphasethatemphasizesprojectqualityandcommercialviability.

Sustainabilityisbecomingapriority.

Fromabusinessperspective,AIhealthcareisthe

mostheavilyfundedsegmentwithinsmarthealthcare.Between2017and2023,investmentactivityinthis

spacefluctuated.Thenumberofannualdealsrosefrom58in2017to93in2021,thendroppedto29in20232.Thisreflectsasameshiftasinthesmarthealthcareindustry.Investorsarebecomingmorerational,payingcloserattentiontothepractical

applicationandlarge-scalepromotionofsmarttechnologiesinmedicalsettings.

PopularinvestmentareasincludeAIdrugdiscovery,diagnostics,medicaldevices,andholisticsolutions.

Investorsarestillsupportingstartupsandearly-stageventures,withcapitalbeingdistributedfairlyevenly

acrossfundingrounds.

Someinternetgiantsarealsoincreasingtheir

investmentinemergingcompanieswiththepotential

fortechnologicalbreakthroughs,aimingtoaccelerate

thestrategiclayoutinthesmarthealthcaremarket.

Forexample,inOctober2024,TencentinvestedUSD

30million(approximatelyRMB210million)inInsighta,anearlycancerdetectioncompanybasedinHong

Kong,tosupportInsighta'saccelerationofclinical

trialsandcommercializationprocesses.Insighta's

earlycancerdetectionplatformusesitsproprietary

FRAGMAtechnology,whichcanachievenon-invasive

andhigh-precisiondetectionofmultipletypesof

canceratanearlystage.Thistechnologyhasalready

initiatedclinicaltrialsforlivercancerinmainlandChinaandplanstoexpandtolungcancerdetectionsoon.Inadditiontofinancialsupport,Tencentalsoleverages

itsexpertiseinAItofurtherenhancetheaccuracyof

FRAGMAtechnologyinearlycancerdetection,reducetestingcosts,andpromotethewidespreadapplicationofFRAGMAtechnologyintheearlyscreeningofvariouscancers.

Atthesametime,severalemergingsmarthealthcarecompanieshavealsosuccessfullygonepublicinrecentyears,coveringareassuchasinternethealthcare,AI

healthcare,andhealthmanagement.

?ThedigitalhealthcareserviceplatformHealthWayhasbeenlistedontheHongKongStockExchange,raisingatotalofHKD200million.HealthWay

hasestablishedacomprehensiveonlinehealth

servicesystemcoveringhealthsupport,diagnosisandtreatment,aswellasrehabilitationtracking

throughouttheentirecycleofhealthcareservices.

?iFLYTEKMedical,aproviderofAIhealthcaresolutions,listedinHongKong,becomingthefirststockinthe

HongKongmarketforlargemedicalmodels,raisingapproximatelyHKD580million.AsanAI-poweredhealthcaresolutionsprovider,iFLYTEKMedical

supportsvariousmedicalservicesincludinghealthriskwarnings,earlyscreening,auxiliarydiagnosisandtreatment,aswellastreatmentoutcome

assessments,post-diagnosismanagement,andchronicdiseasemanagement.

?SmarthealthcaresolutionsproviderWeDoctorhassubmittedaprospectustotheHongKongStock

Exchange,aimingtoraisebetweenUSD400millionand500million(approximatelyHKD3.12billionto

3.90billion).WeDoctorhasindependentlydevelopedanindustry-leadinghealthcare-specificlargemodel,promotingthedevelopmentofhealthcommunitiesthroughtheapplicationofintelligenttechnologies,

providingcost-effectivemedicalhealthmanagementservices.
