Connectivitysettopowerpost-pandemiceconomicrecovery

TheeconomictolloftheCovid-19pandemichasbeenexacerbatedbythecrisisinUkraineandtherelatedimpactonenergyprices,andsupply-chaindisruption.Governmentsarekeentobuildresilient,sustainableandinclusiveeconomiesthatcanwithstandcurrentandfutureshocks.Digitaltechnologies,withmobileatthecore,havebeenalifelineduringthepandemicandareplayingacrucialroleasa‘newnormal’unfoldsinthewaypeopleandbusinessesinteractwiththesocietyandenvironmentaroundthem.

ThemajorityofcountriesinEuropehavenowdeployedcommercial5Gservices,andnearlytwothirdsofoperatorsintheregionhavelaunched5Gnetworks.5GadoptionisgainingmomentuminEurope,supportedbyanexpanding5Gdeviceecosystemandstrongmarketingcampaignsbyoperators.However,EuropeanmarketsstilllagglobalpeerssuchasJapan,SouthKoreaandtheUSinadoptionofthetechnology.By2025,theUKandGermanywillhavethehighest5GadoptionratesinEuropeat61%and59%respectively,comparedto73%inSouthKoreaand68%inJapanandtheUS.

4GadoptioninEuropewillpeakin2022andthendecline.However,itissettoremainthedominanttechnologyacrosstheregion,accountingforjustoverhalfoftotalconnectionsby2025.Thepaceof5GcoverageexpansionacrossEuropewillbeakeyfactorinthetransitionfrom4Gto5G.Although5GnetworkcoverageinEuropewillriseto70%in2025(from47%in2021),nearlyathirdofthepopulationwillremainwithout5Gcoverage.Thiscomparesto2%orlessinSouthKoreaandtheUS.

Mobileadoptionisstillgrowingbutslowly

In2021,474millionpeopleinEurope(86%ofthepopulation)subscribedtomobileservices.Thetotaladdressablemarketfortheregion’soperatorsisapproachingsaturationpoint,withlargermobilemarketsaccountingforthemajorityofnewsubscribers.GermanyandtheUKwillaccountformorethanathirdofthe6millionnewsubscribersexpectedovertheperiodto2025.CountriesinEasternEurope,withlowerpenetrationrates,willrecordthefastestsubscribergrowthratesovertheperiodto2025.

Smartphoneadoptionisalsorising.Bytheendof2021,fourinfivemobileconnectionsinEuropewerebasedonsmartphones.However,variationinadoptionlevelsamongEuropeanmarketsmeansthereismoreroomforgrowthinsomemarketsthanothers.Forexample,smartphoneadoptionisstilllessthan75%inanumberofmarkets,includingCroatia,HungaryandPoland.Risingsmartphoneadoptionandagrowingarrayofbandwidth-hungryapplicationsareamongthekeydriversofmobiledatatrafficinEurope,whichisforecasttomorethantripleovertheperiodto2027.

In2021,mobiletechnologiesandservicesgenerated

4.5%ofGDPinEurope–acontributionthatamounted

toapproximately€760billionofeconomicvalueadded.

Themobileecosystemalsosupportedapproximately2.6millionjobs(directlyandindirectly)andmadeasubstantialcontributiontothefundingofthepublicsector,with€109billionraisedthroughtaxation.Overtheperiodto2030,5Gtechnologieswilldrivefurthercontributionstotheregion’seconomy,impactingkeyindustriessuchasmanufacturingandpublicadministration.

Beyondeconomicimpacts,operatorsaremakingsignificantcontributionstothewelfareofsocietymorebroadly,includingkeepingvulnerablepeopleconnected.ThehumanitariancrisisinUkrainehighlightstheimportantroleofconnectivityinenablingpeopleandcommunitiestoobtainlife-savinginformation,stayconnectedwithlovedones,andaccessvitalservices.Sincethestartoftheconflict,mobileoperatorsacrossEuropeandbeyondhaveintroducedarangeofreliefpackagestosupportvictims,demonstratingtheroletheindustryplaysinkeepingthemostvulnerableconnectedduringdifficulttimes.

Toachievethis,itisvitaltocreatetherightconditionsforprivateinfrastructureinvestment,networkmodernisationanddigitalinnovation.Afinanciallysustainablemobilesectoriskeytothedeliveryofinnovativeservicesandthedeploymentofnewnetworks.Policymakersshouldcollaboratewiththeprivatesectortostimulateinvestmentinnext-generationnetworksthatwillformthebackboneforEurope’seconomicrecoverybyenablingemployment,entrepreneurshipandinnovationwhilehelpingachieveessentialclimate-relatedgoals.

Afinanciallysustainablemobilesectoriskeytothedeliveryofinnovativeservicesandthedeploymentofnewnetworks.

OperatorsacrossEuropeareincreasinglyoutliningplanstoshutdownlegacy(2Gand3G)networks,asthetransitionto5Ggatherspace.Thisiswithaviewtooptimisenetworkoperationsgiventhecostandcomplexityofsimultaneouslyrunningmultiplegenerations,theneedtorepurposespectrumassetsformoreefficient4Gand5Gnetworks,andtheopportunitytoimproveenergyefficiencyinthenetwork(aslegacynetworksarelessenergyefficient).Inaddition,thestandardisationandmaintenanceoflegacyequipmentisslowing,withsomeequipmentduetolosesupportwithinafewyears.Thiscouldresultinhighersecurityrisksandagreaterincidenceofoutageson2G/3Gnetworks.

Anumberofoperatorshaverecentlyshutdownlegacynetworks.Forexample,O2retiredits3GnetworkinGermanyattheendof2021,freeingupfrequenciesat2100MHztobeusedentirelyfor4Gnetworks.Meanwhile,DutchoperatorKPNdiscontinuedits3GoperationsattheendofMarch

2022.

Thenextfewyearswillseethistrendgathermomentum.In2023,VodafoneUKintendstoretireits3Gnetwork,whileSwissnetworkoperatorSunriseplanstodothesameforits2Goperations.Thecaseforlegacynetworkshutdownisclear.However,thereareimportantconsiderations,particularlyaroundtheongoinguseofsuchnetworkstosupportIoTservicesanddevices.Thiscallsforcollaborationamongstakeholderstofacilitateatransitionfromlegacynetworksthatisbothefficientandcausestheleastamountofdisruption.

AsofJune2022,208mobileoperatorsin79marketsworldwidehadlaunchedcommercial5Gservices.Thisincludes108operatorsin34Europeanmarkets.Take-upofconsumer5Gcontinuestogrowsteadilyacrosstheregion,reaching6%ofthemobilecustomerbaseattheendofJune2022,ledby

adoptioninNorway(16%),Switzerland(14%),Finland(13%),UK(11%)andGermany(10%).Momentumhasbeenboostedbyanumberoffactors,includingeconomicrecoveryfromthepandemic,risingsalesof5Ghandsets,operators’marketingeffortsandtheexpansionofnetworkcoverage.

Onarelativebasis,satisfactionwithexistingnetworks(largely4G)isthetopreasonforconsumersinEuropenotintendingtoupgradeto5G.Todifferentiatetheir5Gnetworksfrompreviousgenerations,operatorsareinvestingin5Gstandaloneandothernetworkinnovationstoimprove5Gperformanceandmeetgrowingdatarequirements.Forexample,UKoperatorEEclaimedtobethe

firstEuropeanplayertosuccessfullyaggregatea5Gsignalusingcarrieraggregationacrosssevendifferentspectrumcarriers,withspeedsexceeding2.2Gbpsinlaboratorytests.2

Otherbarriersto5Gadoptionincludethecostof5G(mostlyafunctionof5Gdevicepricesratherthan5Gsubscriptioncosts).Thecostbarriershouldbecomelessprevalentasmoreaffordable5Gdevicesenterthemarket.Theaverageretailpricefora5Gphonehasalreadyfallensignificantlyinrecentquarters.Theproportionofrespondentsclaiming5G’sbenefitsarenotappealingshouldalsocomedownoverthenextfewyears,asoperatorspromotenewservicesthattakeadvantageof5G’senhancedcapabilities(e.g.metaverseapplications).

5Gandthemetaverse

5Gnetworkscanprovidethehigh-capacity,low-latencytransmissionneededforimmersiveexperiences,andallowtheusertoexperienceextendedrealities(offeredbythemetaverse)intherealworld.OperatorsinEuropearesteppingupeffortstogrowtheregion’smetaverseecosystem.

DeutscheTelekomrecentlypartneredwithSKTelecomtobringtheSouthKoreanoperator’sIflandmetaverseplatformtoEurope.Thedealwillseethepaircarryoutalivetrialofthemetaverseplatformbeforetheendof2022,withthegoalofco-creatingvirtualcontentfortheEuropeanmarket.Thishighlightstheopportunityforoperatorstocapturevaluebeyondconnectivity,particularlyinthedevelopmentofplatforms,contentandservicesinthemetaverse.

Leveragingnewandexistingrelationshipstocreatepartnershipswithintheindustryandbeyondwillalsobecrucialtocapitaliseonthepotentialofthemetaverse.Forexample,Telefónica–throughWayra(itsopeninnovationhub)–haslaunchedOpen2metaverse,aninitiativetoconnectstartupsdevelopingmetaverseapplicationswithTelefónica.TheoperatorisalsocollaboratingwithMetatodriveinnovationinconnectivityandtechnologyforthemetaverse.

Deploymentsof5Gstandalone(5GSA)rampedupgloballyin2021andthefirstquarterof2022.AsofApril2022,25operatorsin18countrieshadlaunchedcommercial5GSAservices.AsiaPacificleadsthewayintermsof5GSAcommercialisation,whilecommercial5GSAservicesinEuropeareavailableinFinland,GermanyandItaly.Furtherdeploymentsareexpectedinthenextfewyears,includingthefollowing:
