前言

本文件按照GB/T1.1—2020《標準化工作導則

第1部分:標準化文件的結(jié)構(gòu)和起草規(guī)則》的規(guī)定

起草。

本文件是GB/T16716《包裝與環(huán)境》的第6部分。GB/T16716已經(jīng)發(fā)布了以下部分:

—第1部分:通則;

—第2部分:包裝系統(tǒng)優(yōu)化;

—第3部分:重復使用;

—第4部分:材料循環(huán)再生;

—第5部分:能量回收;

—第6部分:有機循環(huán)。

本文件代替GB/T16716.7—2012《包裝與包裝廢棄物第7部分:生物降解和堆肥》。與

GB/T16716.7—2012相比,除結(jié)構(gòu)性調(diào)整和編輯性改動外,主要技術(shù)變化如下:

a)更改了范圍的內(nèi)容(見第1章,GB/T16716.7—2012的第1章);

b)刪除了“包裝材料成分”的術(shù)語和定義(見GB/T16716.7—2012的3.1);

c)增加了“堆肥”“堆肥工藝”“有機循環(huán)”“厭氧消化”的術(shù)語和定義(見3.1、3.2、3.9、

3.10);

d)更改了“總干固體”“最終生物降解”“包裝組分”的術(shù)語和定義(見3.4、3.5、3.7,

GB/T16716.7—2012的3.5、3.4、3.2);

e)增加了規(guī)范性引用文件GB/T19277.2、GB/T19811(見6.3.1.1、6.4.1、6.5.2);

f)更改了“對高等植物生態(tài)毒理效果的判定”中“植物品種的選擇”(見附錄D,

GB/T16716.7—2012的附錄E)。

本文件修改采用ISO18606:2013《包裝與環(huán)境有機循環(huán)》。

本文件與ISO18606:2013相比,做了下述結(jié)構(gòu)調(diào)整:

—6.3.1.1對應ISO18606:2013中6.3.1與6.3.1.1之間的懸置段;

—6.3.1.2對應ISO18606:2013的6.3.1.1;

—6.3.1.3對應ISO18606:2013的6.3.1.2;

—附錄B對應ISO18606:2013的附錄C;

—附錄C對應ISO18606:2013的附錄E;

—附錄D對應ISO18606:2013的附錄B;

—附錄E對應ISO18606:2013的附錄D。

本文件與ISO18606:2013的技術(shù)性差異及其原因如下:

—更改了內(nèi)容提要,刪除了適用界限之外的表述(見第1章),以符合GB/T1.1—2020的要求;

—用規(guī)范性引用的GB/T23156替換了ISO21067:2007(見第3章),以適應最新技術(shù)發(fā)展及我國

的技術(shù)條件,增加可操作性;

—用規(guī)范性引用的GB/T19276.1替換了ISO14851、GB/T19276.2替換了ISO14852、

GB/T19277.1替換了ISO14855?1、GB/T19277.2替換了ISO14855?2(見6.3.1.1),以適應

我國的技術(shù)條件,增加可操作性;

—將應使用的生物降解性能測試方法由“國際標準”更改為“國家標準”(見6.3.1.1),以適應

我國的技術(shù)條件,增加可操作性;

—用規(guī)范性引用的GB/T19811替換了ISO16929(見6.4.1、6.5.2),以適應我國的技術(shù)條件,

增加可操作性;

—增加了我國在固體材料中限制金屬元素及其他環(huán)境危害物質(zhì)最大含量要求(見表A.1),以提

高標準的適用性。

本文件做了下列編輯性改動:

—為與現(xiàn)有標準體系協(xié)調(diào)一致,將標準名稱改為《包裝與環(huán)境

第6部分:有機循環(huán)》;

—將條標題“概述”更改為“評估內(nèi)容”(見5.2.1);

—將條標題“概述”更改為“評估要求”(見6.1);

—用資料性引用的GB/T33797—2017替換了ISO15985:2004(見6.3.2);

—用資料性引用的GB/T41639替換了ISO20200(見6.4.1);

—將條標題“概述”更改為“要求”(見6.4.1、6.5.1);

—用資料性引用的GB/T27025替換了ISO/IEC17025(見附錄A);

—用資料性引用的GB/T16716.2—2018替換了ISO18602(見附錄A)。

引言

為加強包裝和包裝廢棄物管理,歐盟于1994年發(fā)布94/62/EC《包裝和包裝廢棄物》指令,后續(xù)發(fā)

布EN13427~EN13432作為該指令的協(xié)調(diào)標準。為了適應我國包裝工業(yè)的發(fā)展以及消除國際貿(mào)易壁

壘,我國根據(jù)歐盟包裝和包裝廢棄物指令及協(xié)調(diào)標準,制定我國國家標準GB/T16716《包裝與包裝廢

棄物》(GB/T16716.1—2008,GB/T16716.2~16716.6—2010,GB/T16716.7—2012)系列標準。

《包裝與包裝廢棄物》系列標準是我國制定的包裝與環(huán)境領域的專業(yè)基礎標準,對推動我國包裝與環(huán)境

的協(xié)調(diào)發(fā)展和包裝行業(yè)的技術(shù)進步發(fā)揮了積極的引領和帶動作用。

2013年,國際標準化組織(ISO)也依據(jù)歐盟EN13427~EN13432系列標準,結(jié)合國際情況,制

定發(fā)布了ISO18601~ISO18606《包裝與環(huán)境》系列標準。為了與國際標準協(xié)調(diào)一致,促進國際貿(mào)易

發(fā)展,GB/T16716系列標準本次修訂采用了國際標準,并將標準名稱修改為《包裝與環(huán)境》。

GB/T16716由6個部分組成:

—第1部分:通則;

—第2部分:包裝系統(tǒng)優(yōu)化;

—第3部分:重復使用;

—第4部分:材料循環(huán)再生;

—第5部分:能量回收;

—第6部分:有機循環(huán)。
