產(chǎn)業(yè)鏈供應鏈韌性與穩(wěn)定國際合作倡議——推動構(gòu)建穩(wěn)定和富有韌性的全球產(chǎn)業(yè)鏈供應鏈InitiativeofInternationalCooperationonResilientandStableIndustrialandSupplyChainsBuildresilientandstableglobalindustrialandsupplychains增強全球產(chǎn)業(yè)鏈供應鏈韌性和穩(wěn)定性是助力各國經(jīng)濟復蘇、暢通世界經(jīng)濟運行脈絡、增進人類社會福祉的重要保障。中華人民共和國、智利共和國、古巴共和國、2022年二十國集團輪值主席國印度尼西亞共和國、巴基斯坦伊斯蘭共和國、塞爾維亞共和國共同發(fā)起，阿根廷共和國支持，就此發(fā)表《產(chǎn)業(yè)鏈供應鏈韌性與穩(wěn)定國際合作倡議》。Strengtheningtheresilienceandstabilityofglobalindustrialandsupplychainscouldhelpsupporteconomicrecoveryofallcountries,ensurethesmoothrunningoftheworldeconomyandimprovethewellbeingofhumanity.Inthisregard,thePeople’sRepublicofChina,theRepublicofChile,theRepublicofCuba,theRepublicofIndonesiaasG20presidencyin2022,theIslamicRepublicofPakistan,andtheRepublicofSerbiajointlyproposetheInitiativeofInternationalCooperationonResilientandStableIndustrialandSupplyChains,withthesupportbytheRepublicofArgentina,asfollows.我們致力于與各國攜手構(gòu)建穩(wěn)定和富有韌性的全球產(chǎn)業(yè)鏈供應鏈，構(gòu)建全球發(fā)展命運共同體，應對共同風險和挑戰(zhàn)。為此，我們的努力包括但不限于以下方面：Wearecommittedtocombiningeffortswithothercountriestobuildresilientandstableglobalindustrialandsupplychains,aimingatacommunityofsharedfutureforglobaldevelopmenttoaddresscommonrisksandchallenges.Inthisregard,oureffortsinclude,butarenotlimitedto:1.努力促進開放包容理念，堅定維護以規(guī)則為基礎(chǔ)、以世界貿(mào)易組織為基石的多邊貿(mào)易體制，推動加強全球產(chǎn)業(yè)鏈供應鏈安全，共同營造公平、開放、可預期的市場環(huán)境，促進全球分工合作。1.Endeavourtopromoteopennessandinclusiveness,maintaintherules-basedmultilateraltradingsystemwiththeWorldTradeOrganizationasthecornerstone,contributetostrengtheningthesecurityofglobalindustrialandsupplychains,andjointlyfosterafair,openandpredictablemarketenvironmentforglobalspecializationandcooperation.2.努力深化技術(shù)創(chuàng)新合作，聚焦技術(shù)發(fā)展趨勢，鼓勵不同國家的企業(yè)在創(chuàng)新鏈價值鏈的不同環(huán)節(jié)不同層次聯(lián)合開展技術(shù)合作研發(fā)，共同推動技術(shù)進步和產(chǎn)業(yè)發(fā)展。2.Endeavourtodeepentechnologicalinnovationandcooperation,focusonthetrendoftechnologicaldevelopment,andencouragebusinessesinvariouscountriestojointlyworkontechnologicalcooperation,researchanddevelopmentineverypartofinnovationandvaluechainsateverylevel,inasharedefforttopromotetechnologicalprogressandindustrialdevelopment.3.鼓勵綠色生產(chǎn)生活方式，推動綠色技術(shù)、綠色工藝、綠色產(chǎn)品在各領(lǐng)域各環(huán)節(jié)的應用，共同努力建設(shè)綠色低碳的產(chǎn)業(yè)鏈供應鏈，以應對全球氣候變化、環(huán)境污染、資源匱乏等人類面臨的共同挑戰(zhàn)。3.Encouragegreenproductionandlifestyle,promotegreentechnologies,processesandproductstobeappliedacrosstheboard,andendeavourtojointlybuildgreenandlow-carbonindustrialandsupplychains,toaddressarangeofchallengesconfrontinghumanity,suchasclimatechange,environmentalpollutionandresourcescarcity.4.探索利用數(shù)字經(jīng)濟和數(shù)字技術(shù)帶來的機遇，充分發(fā)揮新一代信息技術(shù)在推動產(chǎn)業(yè)升級和經(jīng)濟復蘇中的重要作用，推動新技術(shù)創(chuàng)新和應用，推動加強產(chǎn)業(yè)生態(tài)合作，努力加快產(chǎn)業(yè)數(shù)字化、網(wǎng)絡化、智能化發(fā)展，推動生產(chǎn)方式變革。4.Exploreopportunitiespresentedbydigitaleconomyandtechnologies,leveragethesignificantrolethatthenext-generationinformationtechnologiesareplayingindrivingindustrialupgradingandeconomicrecovery,bolsterinnovationandapplicationofnewtechnologies,contributetostrengthencooperationonindustrialecology,strivetoacceleratethedigitalization,networkandintelligenceofindustries,andreformthemodeofproduction.5.推動集成電路、新能源、生物醫(yī)藥等重點產(chǎn)業(yè)更好利用全球資源，努力支持企業(yè)開展產(chǎn)業(yè)鏈上下游協(xié)同合作，共同努力保障重點領(lǐng)域可持續(xù)供應。5.Promotebetteruseoftheplanet’sresourcesbykeyindustries,suchasintegratedcircuits,newenergiesandbiomedicine,andstrivetosupportbusinessesincoordinationandcooperationbetweentheupstreamanddownstreampartsofanindustrialchain,inajointendeavourtoensuresustainablesupplyinkeyareas.6.加強物流基礎(chǔ)設(shè)施建設(shè)，共同努力提升全球港口能效，促進跨國鐵路聯(lián)通，努力提高國際航空貨運和寄遞物流服務能力，推動邊境口岸擴能升級，努力解決當前物流運輸堵點卡點，保障物流供應鏈運輸通暢。6.Promotelogisticsinfrastructure,endeavourtoincreaseenergyefficiencyofportsaroundtheworld,strivetoenhancecross-borderrailconnectivityandtoimproveinternationalairfreightanddeliverylogistics,promotecapacityexpansionandupgradingatbordersandportsofentry,andmakeanefforttoaddresschokepointsincurrentlogisticsandtransportation,toensurelogisticsandtransportationthroughoutsupplychainsunimpeded.7.推動物流降本提質(zhì)增效，鼓勵國際物流企業(yè)加強協(xié)作，促進國際物流信息互聯(lián)共享，推進物流供應鏈國際標準規(guī)則制定和互認，努力促進口岸通關(guān)便利化，保障供應鏈運轉(zhuǎn)高效。7.Endeavourtoreducecostandincreasequalityandefficiencyforlogistics,encourageinternationallogisticsbusinessestofacilitatecoordination,promotetheinterconnectionandsharingofinternationallogisticsinformation,contributetothedevelopmentandmutualrecognitionofinternationalstandardsandrulesforlogisticsandsupplychains,andstrivetofacilitatecustomsclearanceatportsofentry,toensureefficientoperationsofsupplychains.8.考慮企業(yè)市場主體地位，鼓勵各國在疫后復蘇計劃中，充分考慮企業(yè)面臨的新挑戰(zhàn)并努力提供針對性的政策支持和技能培訓，促進其更好融入全球產(chǎn)業(yè)鏈供應鏈。8.Considerthedominantroleofbusinessesinthemarket,andencouragecountriestotakeintoaccountnewchallengesconfrontingbusinessesandendeavourtoprovidetargetedpolicysupportandskillstrainingintheirrespectivepost-pandemicrecoveryplans,soastobetterintegratethemselvesintoglobalind
