優(yōu)秀留學生評審管理辦法AdministrativemeasuresfortheevaluationofexcellentinternationalstudentsinXXUniversity第一章總則Chapter1Generalrules第一條為規(guī)范優(yōu)秀留學生評審工作，推進留學生培養(yǎng)機制改革，提高留學生培養(yǎng)質量，根據我校實際情況，制定本辦法。InordertostandardizetheevaluationofExcellentInternationalStudents,promotethereformoftrainingmechanismforinternationalstudents,andimprovetheeducationqualityofinternationalstudents,accordingtothecurrentsituation,themeasurementshavebeenformulatedasfollows、第二條優(yōu)秀留學生評審面向我校全日制在籍留學生。ExcellentInternationalStudents'Evaluationisaimingatfull-timeInternationalstudentsinouruniversity、第三條優(yōu)秀留學生每年評審一次，堅持公開、公平、公正、擇優(yōu)的原則，杜絕弄虛作假。TheevaluationforExcellentInternationalStudentsismadeannually,adheringtotheprinciplesofopenness,fairness,justiceandmerit,eliminatinganyfraud、

第二章獎勵標準與申請條件Chapter2Rewardstandardsandapplicationrequirements第四條優(yōu)秀留學生獎勵標準為每位獲獎者XX元。TheExcellentInternationalStudents'rewardstandardisstandardisstandardisstandardisstandardisXXRMBeach、第五條standardisXXRMBeach、第五條第五條第五條優(yōu)秀留學生生基本申請條件ThebasicapplicationrequirementsforExcellentInternationalStudents1、遵紀守法，遵守學校規(guī)章制度；第五條優(yōu)秀留學生生基本申請條件Abidetothelawsandobservetherulesandregulationsofuniversity>2、誠實守信，道德品質優(yōu)良，恪守科學精神，無學術不端行為；Behonestandtrustworthywithnoacademicmisconducts、3、按時注冊、繳納學費；Completetheregistrationontimeandpaythetuitionontime4、學習成績優(yōu)異，科研能力強，發(fā)展?jié)摿ν怀?；Excellentacademicgrades,strongscientificresearchability,andoutstandingpotentialdevelopment、第六條優(yōu)秀留學生（本科生）申請條件ApplicationRequirementsforExcellentInternationalStudentsforundergraduateprogram、1、本科一年級學生不申請，原則上本科三年級及以上學生可以申請,以畢業(yè)年級學生優(yōu)先（原則上在基本修業(yè)年限內）。Thisawardismainlyaimingatgraduatingyearstudents（withinthebasicacademicyearsinprinciple）、Fortheparticularoutstandingstudents,theapplicationgradelimitscanbelowered、2、申請與評定的依據為申報者的日常表現(xiàn)得分（占百分之X）、學習成績（占百分之X）、其他獎勵得分之和，具體評分標準參見《優(yōu)秀留學生綜合評分標準》。Themainaccordanceforapplicationandevaluationdependsonthesumofapplicant,sscoresofdailyperformances,studygradesandotherawards>ThespecificevaluationstandardsshouldbereferredtotheComprehensiveEvaluationStandardofExcellentInternationalStudents;第七條優(yōu)秀留學生（碩士或博士研究生）申請條件ApplicationConditionsforExcellentInternationalStudentsformasteranddoctoralprogram、1、研究生一年級學生不申請，原則上研究生二年級及以上學生可以申請，以畢業(yè)年級學生優(yōu)先（原則上在基本修業(yè)年限內）Thisawardismainlyaimingatgraduatingyearstudents（withinthebasicacademicyearsinprinciple）、Fortheparticularoutstandingstudentswhohavescientificresearchachievements,theapplicationgradelimitscanbelowered、2、申請與評定的依據為申報者的日常表現(xiàn)得分（占百分之X）、學習成績（占百分之X）、其他獎勵得分與學術論文得分之和，具體評分標準參見《優(yōu)秀留學生綜合評分標準》；Theaccordanceforapplicationandevaluationdependsonthesumofapplicants'scoresofdailyperformances,studygrades,otherawardsandtheacademicpapers>ThespecificevaluationstandardsshouldbereferredtotheComprehensiveEvaluationStandardofExcellentInternationalStudents;3、評選優(yōu)秀留學生所涉及各種成果及獎勵，本科生應為本科學習階段所獲得的成果及獎勵；研究生應為研究生學習階段所獲得的成果及獎勵。對于已使用過的成果和獎勵，如已獲得過“優(yōu)秀留學生”稱號者，Theachievementsandawardsinvolvedintheselectionoftheexcellentinternationalstudentsshouldbeobtainedonlyduringthestudyperiodandcanbeusedonlyonce>第八條有下列情形之一者，不能申請優(yōu)秀留學生：ThestudentwithanyofthefollowingfeaturescannotapplyfortheExcellentInternationalStudents1、在參評學年內，違法違紀或受到校級警告及以上紀律處分者；Anyrecordsofbreakingthelawsanddisciplinesorgettingwarningsatuniversityleveloraboveintheparticipatingschoolyear;2、培養(yǎng)方案所規(guī)定課程成績不合格者；Anyrecordsoffailingtopasstheprescribedcourseoftrainingprogram;3、存在剽竊、作假、提供虛假信息等學術失范行為者；Anyrecordsofthefollowingfeatures:plagiarism,dishonesty,falsifiedinformationprovidedandotheracademicmisconducts、5、超過最長學習年限者；Morethanthelongestperiodoftheuniversityyears>第三章評審委員會Chapter3theevaluationcommittee第九條學校成立優(yōu)秀留學生評審委員會。評審委員會由校主管領導、相關職能部門負責人、院所負責人代表、導師代表等人員組成，負責統(tǒng)籌領導、協(xié)調和監(jiān)督各項評審工作，裁決有關申訴事項。TheUniversityhasestablishedtheevaluationcommitteeofExcellentInternationalStudents、Thecommitteeconsistsofleadersoftheuniversity,superintendentoftherelevantdepartments,representativesofinstitutionsandsupervisors>Theyareresponsibleforcoordinatingandsupervisingtheassessmentjobandadjudicatingthecomplaints、第十條學校優(yōu)秀留學生評審委員會必須堅持“公平、公正、無私、保密”原則，認真審閱材料，秉公評審，并對評審結果和意見保密。TheevaluationcommitteeofExcellentInternationalStudentswillsticktotheprincipleoffairness,justice,selflessnessandconfidentiality>Thecommitteemustreviewthematerialcarefully,evaluateimpartiallyandkeeptheresultsandopinionsconfidentially>第四章評審原則與程序Evaluationprincipleandprocedure第十一條評審原則Evaluationprinciple1、分類評審。優(yōu)秀留學生按照本科生、碩士生、博士生分類進行評審。Classificationevaluation:ExcellentInternationalStudentsareevaluatedaccordingtotheclassificationofdoctoralstudents,masterstudentsandbachelorstudents、2、評審標準。綜合評價分數由日常表現(xiàn)、學習成績、其他獎勵、學術論文的實際得分組成。Evaluationstandards:Thecomprehensiveevaluationdependsonthesumofapplicants'scoresofdailyperformance,studygrades,otherawardsandacademicpapers3、會議評審。評審采用無記名投票方式，同意的票數超過參會人員一半及以上，視為通過，按照同意得票高低確定獲獎人員。Reviewmeeting:Thereviewwillbeconductedbysecretballot、Ifthenumberoftheagreedvotesreachmorethanhalfoftheparticipants,itwillberegardedasapass>Andthefinalawardedlistwillbedeterminedaccordingtotherankofthenumberoftheagreedvotes、第十二條評審程序Evaluationprocedure1、個人申請。符合條件的研究生如實填寫《優(yōu)秀留學生申請審批表》，向留學生辦公室提出申請。IndividualApplication:GraduateswhoqualifiedtheconditionsshouldfillintheApplicationFormforExcellentInternationalStudentshonestlyandcorrectlyandraisetheapplicationdocumentstotheInternationalStudentsOffice>2、導師推薦。按照導師推薦人選，候選名單須在國合處網站及留學生公寓公示7個工作日。Recommendationofsupervisors:Accordingtotherecommendationsofsupervisors,thecandidatelistwillbepostedonthewebsiteofInternationalOfficeandinthedormitoryofinternationalstudentsfor7workdays>3、學校評審。推薦人選公示無異議后，學校評審委員會對推薦人選進行終審，審定結果在全校范圍內公示7個工作日。Universityevaluation:Thelistwillbedeliveredtotheevaluationcommitteeifthereisnoobjectiontowardsthelist>Theuniversityevaluationcommitteewillmakethefinalevaluationandthefinalresultswillbepostedforsevenworkdaysintheuniversity>第十三條對學校評審結果存在異議者，可直接向學校評審委員會提出申訴，學校評審委員會及時處理并做出回復。Anyonewhohasdoubtsabouttheresultscanraisetheobjectionstotheuniversityevaluationcommitteeandthecommitteewilldealwiththeproblemintimeandmakearesponse>第五章其他OtherItems第十四條優(yōu)秀留學生獎項于每年暑假前發(fā)放給獲獎學生，并頒發(fā)榮譽證書，同時載入學生檔案。TheawardsofExc
