ThisstandardisissuedunderthefixeddesignationE1977;thenumberimmediatelyfollowingthedesignationindicatestheyearoforiginaladoptionor,inthecaseofrevision,theyearoflastrevision.Anumberinparenthesesindicatestheyearoflastreapproval.A

superscriptepsilon(E)indicatesaneditorialchangesincethelastrevisionorreapproval.

ThisstandardhasbeenapprovedforusebyagenciesoftheU.S.DepartmentofDefense.

1.Scope

1.1Thisspecificationcoversarigidwall,one-sideexpand-ableshelterconstructedofaluminum-faced,nonmetallichon-eycombsandwichpanels,andmeetingtheInternationalOrga-nizationforStandardization(ISO)CargoContainerspecificationinthetransportmode.Nominaldimensionswhenclosed(containermode)are:height8ft,width8ft,andlength20ft(2.4mby2.4mby6.1m).Approximatedimensions,whenexpanded(sheltermode)are:height8ft,width15ft,andlength20ft(2.4mby4.6mby6.1m).

1.2Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.

3.GeneralRequirements

3.1AlternateComponents—Whenthisspecificationorthereferenceddrawingsspecifyuseofaspecificcomponent"orequal,"thecontractormaysubstituteacomponentequaltothespecifiedcomponentprovidedthatthecontractorcomplieswiththefollowingrequirements.Priortomanufactureofthefirstarticle,orifnoneisrequired,priortocommencingproduction,thecontractorshallsubmitforthepurchaser'sapprovalalistidentifyingeachproposed“orequal”componenttogetherwithproofthateachlistedcomponentisfunctionallyequaltothespecifiedcomponentandiscompatiblewiththeenditemcoveredbythisspecification.Thepurchaser,athisoption,mayrequireaphysicalsampleofany“orequal”component.Approvalofthesubmittedlistingandsupportingdataauthorizesthecommencementoffabricationofthefirstarticleorofproduction,asapplicable,butdoesnotrelievethecontractoroftheresponsibilitythatthe“orequal”componentsperforminaccordancewithspecifiedrequirementswhenincorporatedintotheenditem.

3.2MaterialsandComponents—MaterialsandcomponentsshallconformtothedocumentslistedinSection2andasspecifiedherein.Anychangetotheproposedmaterialsorprocessesmustbeapprovedbythepurchaser.Itisencouragedthatrecycledmaterialbeusedwhenpracticalaslongasitmeetstherequirementsofthisspecification.

3.3Workmanship—Theshelter,includingallpartsandaccessories,shallbeconstructedandfinishedinaworkmanlikemannerwithparticularattentiongiventoremovalofburrsandsharpedges,accuracyofdimensions,thoroughnessofsoldering,welding,painting,alignmentofpartsofassemblies,andthetightnessofscrews,bolts,andsoforth.Gasketsshallnotbetornorsplitandshallbefreeoffinish.Clothcompo-nentsshallbecleanandfreeofholes,cuts,ortears.Alllatchesutilizedforerectionandclosingofthesheltershallbeproperlyadjustedbeforetheshelterispreparedfordeliverytothepurchaser.

3.4Riveting—Rivetingjointsshallbetight.Thejoinedpartsshallbeundamaged,andtherivetheadsshallbeproperlyseatedandtightagainstthebearingsurfaces.Alltherivets,exceptthoseusedinpanelbonding,shallbedippedinpolysulfidesealantjustpriortoinsertion,however,adabofpolysulfidesealantshallbeappliedtotheheadofeachrivet.

3.5Cleaning—Afterfabrication,partsshallbecleanedinaccordancewiththedrawings.

3.6Welding—Weldedjointsshallbesuchthatgrindingofthefinishedweldshallnotbearequirement,exceptwhenspecifiedonthedrawing.Spot,stitch,andseamweldsshallbeasindicatedonthedrawings.Allsurfacestobeweldedshallbecleanedandfreefromscale,paint,grease,andotherforeignmaterials.Weldsshallhavethoroughpenetration,goodfusionandshallbefreefromscabs,blisters,abnormalpockmarks,cracks,voids,slaginclusions,andotherharmfuldefects.Weldedassembliesshallbecleanedtoremoveanyscale,oxidationproducts,andexcessflux.Anyacidusedincleaningshallbecompletelyneutralizedandremoved.WeldersshallbecertifiedinaccordancewithAWSD17.1/D17.1M.WeldingequipmentandproceduresshallconformtoAWSD17.1/D17.1M.

3.7Finish—Coatingsshalllevelouttoanadherent,continu-ousanduniformfilmwithoutruns,wrinkles,streaks,orareasofnofilm.Anycoatingdamagedduringassemblyorexami-nationshallbetouchedup.Thereshallbenoareasofrust.Finishshallbefreeofblistering,peelingandchips.

3.7.1AdhesionofPaint—Thesheltershallbecapableofwithstanding,withoutdegradationtothefinish,thetestsasspecifiedin7.37.Aftertopcoatapplication,theshelterinthedeployedmodeshallbestoredforaminimumof168hataminimumof70°F(21℃)priortoperformingthistest.

3.7.2Color—Thecolorofthepaintfilmshallbecomparedwithanappropriatecolorchipforthepaintspecified.

3.7.3Thickness—Thicknessofthepaintfilmshallbecheckedasspecifiedin7.39.

3.8FinishandColor—Surfacesshallbeofthecolor,treatment,andfinishasshownonthedrawings.Topcoatpaintingshallbeperformedonthefullyassembledsheltersoastopreventmismatchofcolorshading,unlessothercontroltechniquesareapprovedbythepurchaser.Aftertopcoatapplication,theshelterinthedeployedmode(thatis,ex-panded)shallbestoredina70°F(21℃)minimumtempera-tureindoorfacilityforaminimumof36htoensureadequatecoating(s)cure.Duringthisstorageperiodtheshelterdoorsandventsshallbeopenedtopermitaircirculationwithintheshelter.

3.9Manuals—Unlessotherwisespecified(see13.2),tech-nicalmanualsshallbeprovidedwitheachshelter.Stowageprovisionforthemanualsshallbelocatedasshownontheapplicabledrawings.

3.10TerminologyrelatedtothisspecificationisdefinedinTerminologyE1749.

4.DesignandConstructionRequirements

4.1DesignandConstruction—Designandconstructionoftheexpandablesheltershallconformtotherequirementsspecifiedonthedrawings,allsubsidiarydrawingsandpartslistsandhereinafter.Thesheltershallbefreeofpaneldelami-nationsandshallmeetallphysicalandenvironmentalrequire-mentsspecifiedherein.

4.2ContainerMode—Theshelterintheclosedortransportmodeshallbereferredtoasacontainer,hereinafter,forthepurposeofdefinition.Theshelter,inthecontainermode,shallbeanarticleoftransportequipmentmeetingISOfreight

containerrequirementsrelatedtocargocontainers.Thesheltershallshownostructuraldamagewhentestedasspecifiedin7.20,7.22,7.23,and7.28-7.35andshallshownoleakagewhentestedasspecifiedin7.24,and7.24.1-7.24.3.ThecontractorshallensurethattheshelterreceivesCoastGuardCertificationforISOContainers.Thecontaineroveralldimen-sionsshallbeinaccordancewithISOfreightcontainerdesignatedICandareasshowninTable1.

4.3Panels—Thepanelsusedasstructuralmembersinthecontainerconfigurationshallmeetstructurallyalltransporta-tionandenvironmentalrequirementsspecifiedherein.Eachpanelshallbefabricatedasanetpanelwithaluminumextrusionsbondedaboutthepanelperimeterduringpanelbonding.Theinnerandouterskinsonalljointsshallbesealedtoprovideawaterbarrieragainsttheentranceofmoisturetothecorematerialandtotheinterioroftheshelter.Thewaterbarrieristobemaintainedintactatallpanelcross-sectionalopenings.Alljointsandedgesshallbeassembledandsealedinamannertopreventcollectionandretentionofmoisture.Particularemphasisshallbeplacedonthesealingofallmiteredcorners.

AlloftheabovesealingproceduresshallbeaccomplishedinaccordancewithPracticeE1773.

Rivetshaftsshallbecoatedwithsealingcompoundbeforeinsertion.Thesealershallbeasindicatedonthedrawings.Thecontractorshallhavetheappropriateequipmentandfacilities,usethecorrectproceduresinaccordancewithPracticesE874andE864,andusequalifiedpanelcomponents(thatis,struc-turalfilmandcorespliceadhesives,corrosion-inhibitingadhe-siveprimer,structuralnonmetallichoneycombcore,andasspecified5052-H34or6061-T6aluminumskins,FRPbarrierstrips,6061-T6panelextrusions).Priortouse,allcriticalpanelcomponentmaterialsmustbequalifiedinaccordancewithSpecificationsE865,E866,E990,E1091,andE1826.Thereshallbenoskinsplicesinthepanelsexceptwherenotedonthedrawings.Unlessotherwisespecified(see13.2),priortoawardofcontract,thecontractorshallsubmittothepurchaseracertifiedcopyofalaboratorytestreportandacopyoftheirprocessspecificationcoveringfabricationofthemetallic-faced,nonmetallichoneycombcoresandwichpanelstheyproposetouseintheconstructionoftheenditem.Usingtheirprocessspecification,thecontractorshallfabricatequalifica-tiontestsandwichpanelsandstructuralfilmadhesivefloatingrollerpeeltestspecimens,andshallperformtestsinaccor-dancewithSpecificationE865andPracticeE874(see13.2).

4.3.1PanelProcessing—Theshelterpanelsshallbepro-cessedandinspectedasspecifiedinPracticeE864andSpeci-ficationsE865,E866,orE1826dependinguponwhichprimerisbeingused,SpecificationsE990andE1091,andPracticesE874andE1773.Theshelterpanelsshallbeinspectedfor

dimensionsandflatnessinaccordancewiththe"DimensionalandFlatnessInspectionofPanel”SectionofPracticeE874(see10.2).

4.3.2PanelWatertightness—Panelassembliesshallnotper-mittheentryofwater(see10.3.1)whentestedasspecifiedin7.18.

4.3.3ResistancetoThermalShock—Panelsshallberesis-tanttothermalshock,whentestedasspecifiedin7.6.

4.3.4PanelInterchangeability—Allpanelsandpanelas-sembliesbearingsamepartnumbersshallbefunctionallyanddimensionallyinterchangeablewithoutmodificationorrework.Individualassembliesshallnotbehandpickedforfitorperformance,whentestedasspecifiedin7.7.

4.3.5Delaminations—Delaminationsinshelterpanelsshallbetestedasspecifiedin10.3.3.

4.3.6PanelFrameAirtightness—Weldedpanelframesshallbeairtightwhentestedasspecifiedin10.3.4.

4.4Inserts—Whentestedasspecifiedin7.8,thefollowingsizedinserts,whereused,shallwithstandthetorqueandpulloutloadsasspecifiedinTable2,withoutfailureoftheinserts,panel,orpottingcompound.

4.5Payload—Theunitisdesignedtocarryamaximumpayloadof94801b(4300kg)duringtransport.

4.6CornerFittings—Thecontainershallbeequippedwithcornerfittingsatthetopandbottomcornersinaccordancewiththedimensionalrequirementsforcornerfittingsforseries-1freightcontainersasstipulatedinISO1161requirementsforcommercialcontainers.Theupperfacesofthetopcornerfittingsshallprotrudeabovethetopoftherestofthecontainerbyaminimumof/4in.(6mm)ThelowerfacesofbottomcornerfittingsshallprotrudebelowthebottomofthecontainerbyaminimumofV16in.(11mm).

4.7ShelterMode—Theshelterintheerectedmodeshallbereferredtoasashelterhereinforthepurposeofdefinition.Hingedshelterpanelsshallbeattachedinamannertoensurecompliancewiththeenvironmentaltestrequirementsasspeci-fiedin7.6,7.13-7.17,7.24,and7.26.

4.8ExteriorLighting—Onearealightingfixture,asshownonthedrawings,shallbeprovidedwitheachshelter.

4.9ShelterElectricalSystem:

4.9.1General—Thesystemshallhaveallequipment,ca-blingandotherhardwarenecessarytoreceivethreephase120/208V,60Hzpowerfromthebaseelectricaldistributionsystems,anddistributeittolightingfixturesandreceptaclesasindicatedonthedrawings.The60AsheltersshallbeinaccordancewithDrawing5-4-2828andallsubsidiarydrawingsandpartslists.The100AsheltersshallbeinaccordancewithDrawing5-4-3200andallsubsidiarydrawingsandpartslists.Allpartsoftheelectricalsystemshalloperatewhentestedforelectricalcontinuityasspecifiedin7.40.

4.9.2OperatingTemperature—Thewiringsystemandallindividualhardwareitemsshallbecapableofoperatingattheirrequiredcapacitywithinanambienttemperaturerangeof-60°Fto125°F(-51℃to52℃),exceptthatthefluorescentlightsshalloperatefromOFto125F(-18℃to52℃),whentestedasspecifiedin7.14and7.15.

4.9.3CurrentRating—Allconductorsandappropriatehard-wareshallberatedforcurrentcarryinginaccordancewiththeapplicableindustrystandardsasspecifiedonthedrawings.Deratingofcomponentsmaybenecessaryforanoperatingambienttemperatureof125°F(52℃).

4.9.4Finish—Panelboardsandallotherexposedmetallicitemsshallhavefinishesasindicatedonthedrawings(see3.7).

4.9.5PanelBoard—Thepanelboardusedshallbeasindicatedonthedrawings.Itshallbeofdeadfrontconstructionandhaveasolidneutralbus,agroundbus,anda60Aor100Athreephasemainbreakerasspecified(see13.2).ThepanelwillhaveaNEMA-1enclosurewithconduithubsasnecessaryandatleast18breakerspacesexcludingthemainbreaker.Thepanelboardbusfeedshallbebyrigidconduitandconductors;theconductorshavingacurrentcarryingcapacityofatleast

100Aat125F(52℃)ambienttemperature.Thebusfeedcablesshallterminateinaconnectormountedontheexterioroftheshelter.Conductorsrunningfrompanelboardcircuitstofixturesorreceptaclesshallbeenclosedinrigidconduitorshallbespecifiedflexiblecablefortheexpandableportionoftheshelter.Thecurrentcarryingcapacityoftheconductorsshallbe20Aminimum,baseduponanambienttemperatureof125°F(52℃)andNECratingprocedures.Allcircuitbreakersusedinthesystemshallbebolt-ontypeandhaveaminimuminter-ruptingcapacityof10000ARMSsymmetrical.

4.9.6Cabling—Flexiblecablesshallbeusedtofeedallrelocatablelightingfixturesandreceptacles.Thesecablesshallbeasindicatedonthedrawings.

4.9.7Switches—Switchesusedshallbeasindicatedonthedrawings.

4.9.8Grounding—Allnoncurrentcarryingmetalcompo-nentsshallbesolidlygroundedusingthegreengroundwirewithinthewiringsystem,asindicatedonthedrawings.

4.9.9Receptacles:

ElectricalPowerServiceEntrance—Theelectricalpowerserviceentranceshallbeasshownonthedrawings.

ConvenienceOutlets—Thesheltershallcontaindu-plexconvenienceoutletsasindicatedonthedrawings.Alloutletsshallbeelectricallygrounded.

AirConditioning—Powerforheatingandcoolingequipmentshallbeprovidedfromthedistributionpanelinthe

sheltertoanelectricalconnectormountedintheserviceentrancerecessedpanontheoutsideoftheshelterasindicatedonthedrawings.

ExternalOutlets—Powerdistributionshallbepro-videdfromthedistributionpanelboxinthesheltertooutletsmountedintheserviceentrancerecessedpanontheoutsideoftheshelterasindicatedonthedrawings.

4.9.10Communications—Thesheltershallhavefour(twopairs)circuitsthroughthewalltelephoneandintercomutilityconnectionsterminatinginfourprotectedterminalsinsideandoutsidetheshelter,asindicatedonthedrawings.

4.9.11Tools—Toolsprovidedwiththesheltershallberead-ilyaccessibletopersonnelwhentheshelterisinboththecontainerandshelterconfiguration.

4.10NameplatesandProductMarking—Allmarkingsshallconformtothedrawings.Eachsheltershallbeseriallynum-beredandprovidedwithanameplateinaccordancewithapplicabledrawings(see13.2).

4.10.1InteriorMarkings—Interiormarkingsshallbeasshownandinthelocationsshownontheapplicabledrawings.

4.10.2ExteriorMarkings—Thesheltershallbeprovidedwithspecificexteriormarkingsasshownontheapplicabledrawings.

5.PerformanceRequirements

5.1FloorLoads—Theshelterfloorshallbecapableofsupportingauniformloadof651b/ft2(320kg/m2).Theshelterfloorshallbecapableofsupportingaconcentratedloadof20001b(910kg)overa4ft2(0.4m2)areaatthecenterofthefloor.Thefloorshallalsobecapableofsupportingapointloadof1251b/in.2(9kg/cm2).Loadsshallnotcauseanypermanentdeformationofthefloorsorcauseanydeflectionthatinterfereswithpropershelteroperation,whentestedasspecifiedin7.9.

5.2RoofLoads—Theroofassemblyofthesheltershallwithstandasnowloadof401b/ft2(200kg/m2)andapersonnelloadof6601b(300kg)staticover2ft2(0.2m2)whentestedasspecifiedin7.10.

5.3DoorLoads—Containerdoorsshallbetestedtowith-standthefollowingloadswithoutdeformationorimpairmentoffunction:

5.3.1StaticDoor(Hinge)Load—Thedoors,frames,andhardwareshallbecapableofsupporting2001b(90kg)appliedtothedoorattheedgeoppositethehingepivotlinewiththedooropentoapproximately90°whentestedasspecified7.11.

5.3.2WindGustDoor(Stop)Load—Thedoors,frames,andhardwareshallwithstandawindgustof60mph(100km/h)inanydirectionwhenthedoorissecuredinitsopenpositionbyitsdoorstopdevicewhentestedasspecifiedin7.11.

5.4StepAssembly—Thecompletelymountedstepassemblyshallwithstandaverticalloadof5001b(225kg)appliedtotheoutersectionwithoutdeformationoftheassemblyofsupport-ingstructurewhentestedasspecifiedin7.12.

5.5Airtightness—Thesheltershallnotpermitairleakagebeyondspecifiedlimitsineithercontainerorshelterconfigu-rationwhentestedasspecifiedin7.13.

5.6TemperatureRange:

5.6.1Non-operatingTemperature—Thecontainermodeconfigurationshallwithstandexposuretoatemperaturerangeof-60Fto160F(-51℃to71℃).

6.OtherRequirements

6.1Requirementsandtestingforlifting,six-highstacking,longitudinalrestraint,racking,lashing,endwallstrength,side-wallstrength,andliftingfromforkliftpocketsshallconformtoISO1496-1whentestedasspecifiedin7.28-7.35.

6.2FirstArticle—Whenspecified,asampleshallbesub-jectedtofirstarticleinspection(see8.1and13.3).
