IntheWestMidlandsthreemenwerekilledinahitandruninBirminghamandthepoliceareworkingroundtheclocktogettothebottomofwhathappenedandbringtheperpetratortojustice.

InBirmingham,over160arrestsweremade.

InSalford,uptoathousandyouthswereattackingthepoliceattheheightofthedisturbance.

PRIMEMINISTER’SSTATEMENTTOTHEHOUSEONUKUNREST11AUGUST2011“Withpermission,Iwouldliketomakeastatement.First,letmethanktheSpeakerandHonourableMembersforreturning.Whenthereareimportanteventsinourcountry,itisrightthatParliamentisrecalledandthatweshowaunitedfront.I’mgratefultotheLeaderoftheOppositionfortheconstructiveapproachthathehastakenoverthepastfewdays.Ihavespokenwithmanyofthememberswhoseconstituencieshavebeenaffected–andIwouldliketopaytributetotheMemberforTottenhamforhispowerfulwordsandunstintingworkoverrecentdays.WhatwehaveseenonthestreetsofLondonandinothercitiesacrossourcountryiscompletelyunacceptableandIamsurethewholeHousewilljoinmeincondemningit.Keepingpeoplesafeisthefirstdutyofgovernment.Thewholecountryhasbeenshockedbythemostappallingscenesofpeoplelooting,violence,vandalisingandthieving.Itiscriminalitypureandsimple.Andthereisabsolutelynoexcuseforit.Wehaveseenhouses,officesandshopsraidedandtorched,policeofficersassaultedandfirecrewsattackedastheytrytoputoutfires,peoplerobbingotherswhiletheylieinjuredandbleedinginthestreet,andeventhreeinnocentpeoplebeingdeliberatelyrunoverandkilledinBirmingham.MrSpeaker,wewillnotputupwiththisinourcountry.Wewillnotallowacultureoffeartoexistonourstreets.Andwewilldowhateverittakestorestorelawandorderandtorebuildourcommunities.WHATWENTWRONGFirst,letusbeclearaboutthesequenceofevents.

Aweekagotoday,a29yearoldmannamedMarkDugganwasshotdeadbythepoliceinTottenham.ClearlytherearequestionsthatmustbeansweredandIcanassuretheHousethatthisisbeinginvestigatedthoroughlyandindependentlybytheIPCC.Wemustgettothebottomofexactlywhathappened.Andwewill.MrSpeaker,initiallythereweresomepeacefuldemonstrationsfollowingMarkDuggan’sdeathandunderstandablyandappropriatelythepolicewerecautiousabouthowtheydealtwiththis.However,thiswasthenusedasanexcusebyopportunistthugsingangs,firstinTottenhamitself,thenacrossLondonandtheninothercities.Itiscompletelywrongtosaythereisanyjustifiablecausallink.ItissimplypreposterousforanyonetosuggestthatpeoplelootinginTottenhamattheweekend,stilllessthreedayslaterSalford,wereinanywaydoingsobecauseofthedeathofMarkDuggan.

Theyoungpeoplestealingflatscreentelevisionsandburningshopsthatwasnotaboutpoliticsorprotest,itwasabouttheft.Thepolicefacedlawbreakingonthestreetsonascalenotseenfordecades.MrSpeaker,inrecentdaysindividualpoliceofficershaveshownincrediblebraveryandhaveworkedinsomecasesaroundtheclockwithoutabreak.Theydeserveoursupportandourthanks.Butwhatbecameincreasinglyclearearlierthisweekwasthatthereweresimplyfartoofewpoliceweredeployedontothestreets.Andthetacticstheywereusingweren’tworking.Policechiefshavebeenfrankwithmeaboutwhythishappened.Initiallythepolicetreatedthesituationtoomuchasapublicorderissue–ratherthanessentiallyoneofcrime.

Thetruthisthatthepolicehavebeenfacinganewanduniquechallengewithdifferentpeopledoingthesamething–basicallylooting-indifferentplacesallatthesametime.MrSpeaker,torespondtothissituation,weareactingdecisivelytorestoreorderonourstreets,tosupportthevictimsofthisterribleviolenceandtolookatthedeeperproblemsthathaveledtosuchahardcoreofyoungpeopletodecidetocarryoutsuchappallingcriminality.Letmetakeeachinturn.RESTORINGORDERFirst,restoringorder.FollowingthemeetingsofCOBRAwhichIchairedonTuesday,andWednesdayandagainthismorning,wehavetakendecisiveactiontohelpensuremorerobustandmoreeffectivepolicing.BecauseofdecisionstakenbyDeputyChiefCommissioner,TimGodwin,therearenowmorepoliceonthestreets,morepeoplearrestedandmorecriminalsbeingprosecuted.TheMetPoliceincreasedthenumberofpolicedeployedonthestreetsofLondonfrom6,000toalmost16,000officers.Andthisnumberwillremainthroughtheweekend.Wehavealsoseenlargeincreasesindeploymentsofofficersinotheraffectedareas.Leaveinaffectedforceshasbeencancelled.Policeofficershavebeenbussedfromforcesacrossthecountrytoareasofgreatestneed.Andmanybusinessesalsoquiterightlyreleasedspecialconstablestohelpandtheyperformedmagnificentlyaswell.Morethan1,200peoplehavenowbeenarrestedacrossthecountry.Wearemakingtechnologyworkforus,bycapturingtheimagesoftheperpetratorsonCCTV–soeveniftheyhaven’tyetbeenarrested,theirfacesareknownandtheywillnotescapethelaw.AndasIsaidyesterday,nophoneyhumanrightsconcernsaboutpublishingthesephotographswillgetinthewayofbringingthesecriminalstojustice.Anyonechargedwithviolentdisorderandotherseriousoffencesshouldexpecttoberemandedincustodynotletbackonthestreetsandanyoneconvictedshouldexpecttogotojail.CourtsinLondon,ManchesterandtheWestMidlandshavebeensittingthroughthenight–andwilldosoforaslongasnecessary.Magistratescourtshaveprovedeffectiveinensuringswiftjustice.TheCrowncourtsarenowstartingtodealwiththemostseriouscases.

Wearekeepingunderconstantreviewwhetherthecourtshavethesentencingpowerstheyneedandwe'llactifnecessary.

Asaresultoftherobustanduncompromisingmeasureshavebeentaken,goodprogressisbeingmadeinrestoringordertothestreetsofLondonandothercitiesacrossourcountry.AsIhavemadeclear,nothingshouldbeoffthetable.Everycontingencyisbeinglookedat.Thepolicearealreadyauthorisedtousebatonrounds.And,asIsaidyesterday,whiletheywouldnotbeappropriatenow,wedohaveinplacecontingencyplansforwatercannontobeavailableat24hoursnotice.SomepeoplehaveraisedtheissueoftheArmy.TheActingCommissioneroftheMetropolitanPolicesaidtomethathewouldratherbethelastmanleftinScotlandYardwithallhismanagementteamoutonthestreetsbeforeheaskedforthearmy.hatistherightattitudeandoneIshare.Butitismyresponsibilitytomakesurethateverycontingencyislookedat–includingwhethertherearetasksthatthearmycouldundertakethatwouldfreeupmorepoliceforthefrontline.MrSpeaker,everyonewatchingthesehorrificactionswillbestuckbyhowtheywereorganisedviasocialmedia.Freeflowofinformationcanbeusedforgood.Butitcanalsobeusedforill.Andwhenpeopleareusingsocialmediaforviolenceweneedtostopthem.SoweareworkingwiththePolice,theintelligenceservicesandindustrytolookatwhetheritwouldberighttostoppeoplecommunicatingviathesewebsitesandserviceswhenweknowtheyareplottingviolence,disorderandcriminality.Ihavealsoaskedthepoliceiftheyneedanyothernewpowers.Specificallyonfacemasks,currentlytheycanonlyremovetheseinaspecificgeographicallocationandforalimitedtime.SoIcanannouncetodaythatwearegoingtogivethepolicethediscretiontoremovefacecoveringsunderanycircumstanceswherethereisreasonablesuspicionthattheyarerelatedtocriminalactivity.Andondealingwithcrowds,wearealsolookingattheuseofexistingdispersalpowersandwhetheranywiderpowerofcurfewisnecessary.MrSpeaker,wheneverthepolicefaceanewthreat-theymusthavethefreedomandtheconfidencetochangetactics.Thisgovernmentwillmakesuretheyalwayshavethat.Thefightbackhaswellandtrulybegun.Buttherewillbenocomplacency.Andwewillnotstopuntilthismindlessviolenceandthuggeryisdefeatedandlawandorderisfullyrestoredonallourstreets.SUPPORTINGVICTIMSLetmeturntotheinnocentvictims.No-onewillforgettheimagesofthewomanjumpingfromaburningbuildingorthefurnitureshopthathadsurvivedtheblitznowtragicallyburnttotheground.AndeveryonewillhavebeenimpressedbythebravewordsofTariqJahan,afatherinBirminghamwhosesonwassobrutallyandtragicallyrunoverandkilled.Igivethepeopleaffectedthispromise:Wewillhelpyourepairthedamage,getyourbusinessesbackupandrunning;andsupportyourcommunities.Letmetakeeachoftheseinturn.Onrepairingthedamages,Icanconfirmthatanyindividual,homeownerorbusinessthathassuffereddamagetoorlossoftheirbuildingsorpropertyasaresultofrioting,canseekcompensationundertheRiotDamagesAct,evenifuninsured.Thegovernmentwillensurethepolicehavethefundstheyneedtomeetthecostofanylegitimateclaims.

Andwhereasnormallyclaimsmustbereceivedwithin14days,wewillextendtheperiodto42days.TheAssociationofBritishInsurershavesaidtheyexpecttheindustrytobepayingoutinexcessof￡200million.Andtheyhaveassuredusthatclaimswillcontinuetobedealtwithasquicklyandconstructivelyaspossible.
